Предметът на настоящата поръчка е реконструкция на ОРУ 110 kV в п/ст „ТЕЦ Сливен“, с демонтаж на съществуващи ел. съоръжения, шинни системи и конструкции/портали, разрушаване на съществуващи фундаменти, кабелни канали и сгради, излезли от експлоатация, както и извършване на всички дейности по монтаж на нови съоръжения, шинни системи и конструкции/портали с изграждане на нови фундаменти за тях, изграждане на нови пътища, ограда и друга инфраструктура в обекта, с въвеждане в експлоатация.

Променя се типът на трансформаторите (доставка от възложителя), посочени в инвестиционния проект, както следва: За токови тр-ри: тип LB7-126 се заменя с тип ТМО-110/ТМО-126/TMOA-126; За напреженови тр-ри: тип UTD-123 се заменя с JDCF-123; За комбинирани тр-ри: тип КА-123 се заменя с PVA-123а.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

След провеждане на открита процедура с УНП 01379-2019-0109 с три обособени позиции, възложителят е сключил отделни договори за доставка на токови, напреженови и комбинирани трансформатори. Инвестиционните проекти са разработени, въз основа на типовете тр-ри по сключените договори. По време на действие на трите договора, същите са развалени, поради виновно неизпълнение на задълженията от страна на всеки от изпълнителите, а именно: неизпълнение на доставки по изпратени от възложителя заявки. Възложителят е провел процедура и е сключил нови договори за доставка на напреженови трансформатори №0176 – МЕР/24.08.2022 г. и за доставка на комбинирани трансформатори №0212 – МЕР/27.10.2022 г. Към момента на сключване на допълнителното споразумение възложителят не е сключил договор за доставка на токови трансформатори.
