CEDR Research Call 2023
Reference number: Call2023/1The Transnational Research Programme was initiated by CEDR in 2008 and since then annual research Calls have been organised to fulfil the common interests of the National Road Administrations (NRA) members of CEDR.
This Programme has the title “CEDR Call 2023: Intelligent Access”.
The aim of this programme is to undertake research to investigate how Intelligent Access (further in document called IA) could help NRAs to optimize the use of infrastructure capacities and contribute to more environmentally sustainable road transport of freight. Full details of the Programme are contained in the Description of Research Needs entitled CEDR Call 2023 Intelligent Access DoRN. The content of this research programme is prepared under the umbrella of and using the processes of the Conference of European Directors of Roads (CEDR). It is funded by Vayla (Finland), Transport Infrastructure Ireland, Rijkswaterstaat (Netherlands), Statens Vegvesen (Norway) and Trafikverket (Sweden).
The overall aim is to investigate how Intelligent Access (IA) could help NRAs to optimize the use of infrastructure capacities and contribute to more environmentally sustainable road transport of freight.
The principal output of this Research Call is the identification of scenarios where IA could be applied to the management of cross-border road transport of goods. Opportunities and challenges, primarily for road authorities but also other stakeholders, should be explored. Guidelines for the implementation of IA at national level, for individual countries, are to be provided.
Those conducting the research will be required to collaborate with and actively involve relevant stakeholders, including members of CEDR (road authorities), industry partners, OEM service providers and other stakeholders in the transportation sector such as haulers/carriers.
The Call for Proposals is open to consortia led by a legal entity established in Europe. Parties to this Collaboration Agreement and their affiliated organisations responsible for any stage of the development of the programme specification contained in the DoRN are not eligible to take part in any capacity in any submissions made in response to the Call for Proposals. This includes the authors of the DoRN (listed on the title page of the DoRN), participants of the Thematic Workshops, members of, or recipients of information (in particular the DoRN prior its publication) sent to, the GB, the EB or relevant WGs, and the Programme Manager.
Furthermore, no bid or proposal shall be accepted if any member of a consortium has:
(i) commercial connections with a member of CEDR’s supervisory bodies (GB, EB or any relevant WG) unless solely in a non-executive function and/or was not involved in the DoRN development, in which case the tender should identify the potential for conflict of interest and explain how this is to be controlled;
(ii) employees with organisational, commercial or personal connections to the FAC, Programme Manager or any of the PEB members which would constitute a conflict of interest;
(iii) staff who were previously employed in a CEDR member organisation in the six-months prior to the submission of the tender;
(iv) half or more of funding NRAs as its members.
