         L’objectif principal du présent marché porte sur la mise en place d’un nouveau système d’information soutenu par un nouveau progiciel de gestion de portefeuilles incluant les fonctionnalités de gestion de caisse, de gestion des risques de marché et de crédit, de gestion du collatéral, du back office et de la comptabilité (en partie double) qui doit remplacer le système d’information actuel de gestion de la dette.

         Il consiste notamment à :

         • fournir les licences nécessaires au système de gestion de base de données ainsi que les différents composants/modules du progiciel, y compris les analyses et les développements de certaines exigences techniques ou besoins fonctionnels, qui ne sont pas inclus en standard dans la solution

         • installer le système de gestion de base de données et le progiciel, y compris le réglage des paramètres par défaut du progiciel pour toutes les fonctionnalités requises

         • mettre en place la solution proposée (assistance, transfert de données, documentation...) conformément au Document d’Initiation du Projet en collaboration avec le personnel constitué de l’Agence Fédérale de la Dette (AFD)

         • transmettre les connaissances requises au personnel de l’AFD afin qu’il puisse configurer et utiliser le logiciel et, le cas échéant, développer certaines fonctionnalités de façon autonome

         • assurer la maintenance du progiciel pendant toute la durée du projet
