II.2.4)Description of the procurement at the time of conclusion of the contract:

De opdracht omvat de volledige ontwerp- en studieopdracht als geïntegreerd bureau of bouwteam voor architectuur (ontwerp en uitvoering), projectcoördinatie, stabiliteit, technieken, werfcoördinatie, omgevingsvergunning, aanbestedingsdossier navolgende werkenopdracht, alsook de opvolging en coördinatie van de bouwkundige ingrepen en de administratie en verslaggeving energieprestatiebesluit (EPB), grondverzet en omgevingswerken (ontwerp en uitvoering) en ondersteuning bij het indienen van subsidieaanvragen.

De opdracht wordt in de meest ruime zin opgevat. De opdracht omvat alle studies, berekeningen, metingen, werken, leveringen en diensten die nodig zijn om deze opdracht uit te voeren in overeenstemming met de opdrachtdocumenten en die noodzakelijk zijn voor de uitvoering van deze ontwerp- en studieopdracht. Ook is het van belang dat er voldoende afstemming plaatsvindt in functie van dit project en andere lopende projecten in de nabije omgeving en dat er op regelmatige basis overleg plaatsvindt met de betrokken projectleiders.

De diverse onderdelen van het project en de opdracht worden (al dan niet gebundeld) verder verduidelijkt in de technische bepalingen.

Plaatsbezoek vereist:

De inschrijver dient verplicht een plaatsbezoek uit te voeren om de omvang van de opdracht correct in te schatten. De kandidaat-inschrijvers dienen zich tijdens dit plaatsbezoek te vergewissen van de aard van de opdracht, de omgeving, de stabiliteit, de duurzaamheid, de werkomstandigheden, en van alle eventuele moeilijkheden die zich zouden kunnen voordoen bij de realisatie van het ontwerp, zodat hiermee rekening wordt gehouden bij het bepalen van de prijs. De inschrijver dient een ingevuld attest van plaatsbezoek (bijlage B) bij zijn offerte te voegen.

Het plaatsbezoek vindt plaats op 16/11/2022, aansluitend op een infosessie waarbij de aanbestedende overheid een algemene toelichting omtrent de opdracht zal geven (voorziene tijdstip nog af te stemmen). De inschrijver dient zich uiterlijk voor 11/11/2022 om 16u. aan te melden voor deelname aan dit plaatsbezoek/infosessie door telefonisch of per e-mail contact op te nemen met de aankoopdienst via tessa.jordens@maaseik.be.

Daarnaast staat het de kandidaat-inschrijver vrij om op eigen initiatief de site te bezoeken.

Deze aanvullende diensten blijken na vooronderzoek noodzakelijk te zijn enerzijds om te voldoen aan bepaalde voorwaarden inzake duurzaamheid, verwachtingen energetisch zuinig gebouw en subsidies. Anderzijds is de schade door betonrot e.d. groter dan aanvankelijk geschat:

-de optie "isoleren van de buitengevels en uitbreiding technieken"

-de optie "renovatie van de grote zaal"

-de optie "plaatsen van zonnepanelen"
