         Raamovereenkomst burgerparticipatie: digitaal participatieplatform en begeleiding participatietraject in het kader van een Gemeente zonder gemeentehuis- project van IOK, met als titel: ‘digitaal participatieplatform als motor voor meer klimaatactie door burgers’.

         Gezien alle Kempense gemeenten in hun klimaatactieplan de ambitie hebben omschreven om participatief aan de slag te gaan met burgers, wordt ervoor geopteerd om deze opdracht breed open te stellen. Op die manier kunnen gemeenten die niet deelnemen aan het subsidieproject, ook afnemen.

         De opdracht is opgedeeld in volgende 2 percelen:

         1. Digitaal participatieplatform: van de opdrachtnemer wordt verwacht dat hij een digitaal participatieplatform ter beschikking stelt in functie van bekendmaking van klimaatacties, ideeënverzameling, digitale bijeenkomsten, uitwisseling tussen burgers… Het digitaal participatieplatform wordt ingezet op lokaal niveau (licentie per lokaal bestuur).

         2. Begeleiding participatietraject: van de opdrachtnemer wordt verwacht dat hij een methodiek uitwerkt en participatie-expertise inzet om een begeleidingstraject op te zetten voor burgers dat resulteert in concrete klimaatacties op terrein.

         De inschrijver kan inschrijven op beide percelen of op één van de percelen. Een wisselwerking en afstemming tussen beide percelen is cruciaal.
