Individual Consultant Service As Senior Procurement Specialist
Strengthening Domestic Revenue Mobilization Project (SDRMP) part of Strengthening Institutions for Transparency and Accountability (SITA).
Assignment Title: Individual Consultant Service as Senior Procurement Specialist for Strengthening Domestic Revenue Mobilization Project (SDRMP) part of Strengthening Institutions for Transparency and Accountability (SITA).

1. The Government of the People"s Republic of Bangladesh (GOB) has received financing from the World Bank for implementing Strengthening Domestic Revenue Mobilization Project (SDRMP), a part of Strengthening Institutions for Transparency and Accountability (SITA). National Board of Revenue (NBR) will implement the project. It intends to apply a part of the proceeds of this credit for the services of an individual Consultant as Senior Procurement Specialist.
2. The broad scope of consulting services ("the Services") includes but not limited to carrying out following in the project.
a) Develop procurement plan for goods, works and services for the project, and update the Plan as and when needed (at least quarterly) through the Bank"s Systematic Tracking Exchange of Procurement (STEP). Upload and update the procurement transactions using STEP.
b) Assist in soliciting bids, proposals and expression of interest: including use of electronic bidding portal.
c) Participate in or provide support for pre-qualification, short-listing, evaluation and selection of winning bids/proposals and will also assist in (i) the organization of pre-bid or pre-proposal meetings, preparing answers/ clarifications/ modifications/ amendments; (ii) receiving, opening, and examining bids/ proposals; (iii) organizing technical evaluation committees, and participating where appropriate; and (iv) writing evaluation reports using standard format.
d) Assist in negotiating with bidder, when required, and preparing contract documents, for approval/ clearances by the concerned authority and the World Bank.
e) Prepare drafts to Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Bidding Document, Request for Proposals (RFP), and relevant documents.
f) Conduct procurement activities under the project using BPPA"s e-GP portal as applicable.
g) Managing the technical and financial evaluation of Change Requests (CRs) during software development to ensure NBR"s evolving automation needs are met without unauthorized cost escalations.
h) Ensuring all hardware procurement includes specifications for real-time data synchronization between the Primary Data Center and the Disaster Recovery Site.
i) Any other responsibilities described in the Terms of Reference (TOR).
3. The expected date for commencement of the services is April 2026 and the tentative duration of the entire assignment is about 24 (Twenty-four) man-months. 4. The National Board of Revenue (NBR) under Internal Resources Division, ministry of Finance, Government of Bangladesh now invites eligible Individuals to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5. The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank"s" Procurement Regulations for IPF Borrowers, February 2025 (6th edition) setting forth the World Bank"s policy on conflict of interest.
6. A consultant will be selected following the Selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, February 2025 (6th edition).
