Assignment Title: Consultancy Services for Investment Prioritization for Solid Waste Management and Feasibility Study for investment in Selected Cities

The Government of the People"s Republic of Bangladesh has received financing from the World Bank toward the cost of the Resilient Urban and Territorial Development Project (RUTDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include multidisciplinary technical assistance for Investment Prioritization and Feasibility Study for Solid Waste Management (SWM) in selected clusters of cities under RUTDP. The major tasks include: - Review of existing sector studies and institutional arrangements for SWM; - Rapid technical assessment of existing SWM systems including collection, transfer, recycling, treatment, and disposal; - Development of investment prioritization framework; - Preparation of phased investment plans; - Feasibility studies including technical, financial, economic, environmental and social analyses; - Site investigations including surveys, geotechnical and hydrogeological studies; - Preliminary engineering design and cost estimates; - Environmental and Social screening and documentation; - Institutional and financial assessments; - Preparation of procurement packages and bid documents. The total estimated professional staff input is approximately 56 person-months. The services are expected to be completed within 28 weeks from contract signing.

The Local Government Engineering Department (LGED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) The Firm’s Incorporation/Trade/registration documents from the country of the firm (ii) Firm’s brochures; (ii) description of relevant assignments (completed over the last 10 years, including nature, total value of the contract, employer, location of service etc.);
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and separately liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) Method (Open-International) set out in the World Bank Procurement Regulations.
