1. The People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Export Competitiveness for Jobs (EC4J) Project, Ministry of Commerce and intends to apply part of the proceeds toward payments under the contracts for ‘Machineries and Equipment for DTCLF’. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Export Competitiveness for Jobs (EC4J) Project, Ministry of Commerce (MoC) now invites sealed Bids from eligible Bidders for Supply, Installation, Testing and Commissioning of "Machineries and Equipment" for Design & Technology Center for Leathergoods and Footwear (DTCLF), Kashimpur, Gazipur, Bangladesh.

Bidders may Bid for one or several contracts, as further defined in the Bidding document.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [July 2016, Revised February 2025] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% for technical and 70% for financial for each lot.

5. Interested eligible Bidders may obtain further information from Project Director, Export Competitiveness for Jobs (EC4J) Project, Ministry of Commerce (MoC), People’s Republic of Bangladesh, e-mail: E-mail: tender@ec4j.gov.bd, website: www.ec4j.gov.bd and inspect the bidding document during office hours from 0900 to 1700 hours (Except Friday and Saturday) at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of BDT 8,000.00 (Taka eight thousand only) or in USD 65.00 (US Dollar sixty-five only) in the form of Pay Order in favour of ‘Project Director, Export Competitiveness for Jobs Project’ or electronic wire transfer to EC4J’s bank account specified below. After the receipt of the Application and payment of the fee, EC4J will register the Applicant and send the bidding document to the Applicant through reply email as a PDF file attachment.

7. Bids must be delivered to the address below on or before 14:00 Hours of March 12, 2026 (Bangladesh Standard Time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 14:30 Hours of March 12, 2026 (Bangladesh Standard Time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a “Bid Security”. The amount and currency of the Bid Security shall be:

• For Lot-1: The amount and currency of the Bid Security shall be USD 20,300.00 (US Dollar Twenty Thousand Three Hundred only) or an equivalent amount in any freely convertible foreign currency or BDT 2,500,000.00 (Taka Two Million Five Hundred Thousand Only).

• For Lot-2: The amount and currency of the Bid Security shall be USD 5,600.00 (US Dollar Five Thousand Six Hundred only) or an equivalent amount in any freely convertible foreign currency or BDT 700,000.00 (Taka Seven Hundred Thousand Only).

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
