1. The National Directorate of Water Resources Management has received a financing from the World Bank toward the cost of the Regional Climate Resilience Program for Eastern & Southern Africa and intends to apply part of the proceeds toward payments under contract for Construction/Rehabilitation of Chókwè Dyke in Limpopo River Basin (South Section).
2. The National Directorate of Water Resources Management now invites sealed Bids from eligible Bidders for Construction/Rehabilitation of Chókwè Dyke in Limpopo River Basin (South Section) in the Lower Limpopo region, construction involves repair works and heightening of the dike for a distance stretching for 86 km along the right bank of the river.
3. The works are characterized by significant earth movement i.e excavation, transport, layering and compactions, construction of localized hydraulic structures with and without hydromechanical control to protect the City of Chokwe in Gaza Province in Mozambique. This is the first of the four packages to be lunched in the following months, namely: Chókwè- North in Limpopo, Búzi and Licungo river basins.ii
4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70% for the technical bid, and 30% for the cost.
6. Interested eligible Bidders may obtain further information and inspect the Bidding document during office hours (7:30 am to 3:30 pm) at the address given below.

7. The Bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below The Bidding documents will be sent by e-mail.
8. As per the bidding document, the bidder shall demonstrate the following main Qualification criteria inter alia:
- Financial Capabilities: access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD 6 million for the subject contract(s) net of the Bidder’s other commitments.
- Average Annual Construction Turnover: Minimum average annual construction turnover of USD 30 million, calculated as total certified payments received for contracts in progress and/or completed within the last 5 years, divided by 5 years.
- Specific Construction &Contract Management Experience: A minimum number of similar
contracts been satisfactorily and substantially completed as a prime contractor, joint venture member management contractor or subcontractor since 1 st January 2019: One (1) contract of a minimum amount of USD 32 million, or Two (2) contracts of a minimum amount of USD 20 million each, or Three (3) Contracts of a minimum amount of USD 15 million each.
9. Bids must be delivered to the address below on or before 3 rd March 2026, 10:00 am.
Electronic bidding will not be permitted. Late Bids will be rejected.

The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address specified above on 3, March 2026, 10:00am. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
10. All Bids must be accompanied by:
(i) Bid Security of USD 500,000.00
(ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and
(iii)Local Labour Method Statement.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
