REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

For Selection of Senior Environmental Specialist (Individual)

• The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) towards the cost of the Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG). The LGED, an implementing agency of the Project intends to apply a part of the proceeds of this credit to eligible payments under the contract for which this Request for Expression of Interest is invited.

• Scope of Services: The Scope of Services of the Consultant includes, but not limited to the following: to assist PD for completing all activities/tasks, it’s quality control and overall coordination associated with environmental issues with field-based personnel, consultants, officials, PD and other relevant stakeholders; review and endorse the Environment portion of the ES SCREENING/assessments/instruments/documents, prepared by the environmental team/personnel from design and supervision firm and any of the above which was prepared by the contractor, and subsequently reviewed by the environmental team/personal from design and supervision firm; guide and consult with the Environment team/personal of D&S regularly and as necessary regarding the issues on ESCP and ESMP implementation i.e. ensure that the environmental obligations of the Project will be duly reflected into the legal agreement with contractor . The role further requires the ability to lead the trainings related to environmental safeguard to raise the capacity of contractor, field level staff and other relevant stakeholders to implement and monitor the ESMPs implementation.
• Duration: The duration of the consultancy services is tentatively 30 months; assignment expected to start from November 1, 2025.
• Selection Procedures: The Project Director, B-STRONG, now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are –

Educational Qualification: B.Sc./Master’s degree in Environmental Science or Environmental Engineering or Forestry or Wildlife, or equivalent is required; a minimum of a Bachelor’s degree in the above-mentioned disciplines is a must.

Experience: A minimum 10 years of experience in roles such as Civil or Environmental Engineer, Environmental Scientist, Forestry/Wildlife Expert, Environmental Planner, or a related field, with at least 5 years’ specifically as an Environmental Consultant conducting environmental assessments for infrastructure projects such as water, roads, wastewater, or similar nature and complexity.

Experience must include at least one project funded by the World Bank or ADB.

Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.

• The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
• Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in LGED’s website: www.lged.gov.bd.
• The consultant will be selected following the Selection of Individual Consultant method as set forth in the World Bank Procurement Regulations.
• Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the Project Director’s Office by 14:00 local time (GMT+6:00 hours) on October 15, 2025. Please clearly mention “Expression of Interest (EoI) for Selection of Senior Environmental Specialist (Individual) under B-STRONG (LGED) in the e-mail’s subject line or on the top of the envelope.
