The Government of Lao PDR, through the Ministry of Finance (MOF), is implementing the Improved Access to Disaster Risk Finance Project (P505224), supported by a US$3.6 million Recipient-Executed Trust Fund (RETF) and the World Bank. This project aims to sustain insurance coverage through the Southeast Asia Disaster Risk Insurance Facility (SEADRIF) and strengthen institutional mechanisms for the efficient, transparent, and environmentally and socially responsible use of SEADRIF payouts following natural disasters. The project activities, which include post-disaster relief and emergency aid (e.g., water, sanitation, shelter, and infrastructure repair), present potential Environmental and Social (E&S) risks, though generally classified as Low to Moderate.
The Consulting Services (“the Services”) is to support the MoF and other relevant Lao Government agencies in implementing the Environmental and Social Commitment Plan (ESCP), the Lao Contingency Plan (LCP) (which serves as the Environmental and Social Management Framework or ESMF), and the Stakeholder Engagement Plan (SEP) for the project. The duration of services is estimated at about six (6) months and estimated input required for the services is 110 person-days.

The Ministry of Finance will be implementing this component now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (1) Be a legal entity acceptable to the Government of Lao PDR and the World Bank; (2) At least one similar assignment on Environmental and Social framework in the last five years; (3) Extensive experience in environmental and social risk management and relevant World Bank policies or Lao governmental legislation; (4) Experience in at least 10 years’ experience in E&S risk management, preparation of documents and training in risk management with various government and donor-funded development projects. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Selection Base on Consultant’s Qualification (CQS) method set out in the Procurement Regulations.
