• The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Resilient Infrastructure for Adaptation and Vulnerability Reduction (RIVER) Project and intends to apply part of the proceeds toward payments under the contract for “Construction of Primary School cum Flood Shelter with Solar PV Nano Grid, Street Light, Lightening Protection & Connecting Roads, Bridge/Culvert, Furniture and Tree Plantation at Madaripur District. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
• The Local Government Engineering Department (LGED) now invites sealed Bids from eligible Bidders for Construction of 40 nos. Primary School cum Flood Shelter with Solar PV Nano Grid, Street Light, Lightening Protection & Connecting Roads, Bridge/Culvert, Furniture supply and Tree Plantation at Madaripur District’. Time for Completion is 910 days. Margin of preference is not applicable.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, November 2020. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria:

Technical and non-price factors: 20% and for Bid cost: 80%.

• Interested eligible Bidders may obtain further information from Project Director, RIVER Project, LGED, email: pd.lged.river@gmail.com and inspect the bidding document during office hours 09.00 to 16.00 hours (local time) at the address given below. A read-only copy of the bidding document will also be available for viewing by prospective bidders on the website of the Employer www.lged.gov.bd
• A complete set of bidding documents in English may be purchased by eligible bidders through either one of the following two options:

Option-1: On submission of a written application through email, which should be sent from the bidder’s official email address to the Employer’s email address shown below, together with an attached copy of documentary evidence demonstrating direct deposit/electronic wire-transfer payment to the Employer’s bank account specified below of a nonrefundable fee as follows: For delivery of the bidding documents within Bangladesh: Bangladesh Taka 15,000 Or US Dollars 150. For delivery outside Bangladesh: Bangladesh Taka 25,000 or US Dollars 250. Within 3 working days of receipt of the required fee in the Employer’s bank account, the Employer will dispatch the bidding documents through courier service and send a copy of the courier service order receipt through reply email to the bidder"s email address, which the bidder may use to track the delivery. The Employer shall not be responsible in case of late or incorrect delivery by the courier service company.

Option-2: On submission of a written application letter on bidder’s official letter head which should be delivered to the Employer’s address shown below together with the original Bank Draft or Pay Order in favor of “Project Director, RIVER” for payment of the non-refundable fee in the amount of Bangladesh Taka 10,000 or US Dollars 100, and the bidding documents may be collected by the bidder from the Employer’s address below.

• Pre-Bid meeting will be held on 06 January 2026 at 11.00 hrs (Bangladesh Standard Time) at the office chamber, Project Director, RIVER Project, LGED Head Quarter, Workshop Bhaban, Level-3, Sher-e-Bangla Nagar, Dhaka-1207, Bangladesh.
• Bid Document last selling date on or before 16.00 hours (GMT+6) on 15 February 2026. Bids must be delivered to the address below on or before 13.00 hours (GMT+6) on 16 February 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below and anyone who chooses to attend, at the address below on 13.45 hours (GMT+6) on 16 February 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a USD 265,000.00 (Two hundred sixty five thousand) or BDT 32.50 (Thirty two and point five) million or equivalent in any freely convertible currency in favour Project Director, RIVER Project; and Local Labour Method Statement.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
