Request for Expressions of Interest

(Consulting Services - Firms Selection)-National

• The People"s Republic of Bangladesh has received financing from the World Bank toward the cost of the Inclusive Services and Opportunities for Human Capital Development and Livelihood Project (ISO for HCDLP) and intends to apply part of the proceeds for consulting services for Design and Supervision Consultant (DSC) of Refurbishment/Renovation Works.

• The Inclusive Services and Opportunities (ISO) for Host Communities and Displaced Rohingya People Project, under the Ministry of Women and Children Affairs, aims to provide access to economic opportunities, social safety nets, education, healthcare, and gender-based violence (GBV) prevention and response services for vulnerable Host Communities (HC) and Forcibly Displaced Myanmar Nationals (FDMN).

• The detailed Terms of Reference (ToR) can be found at the following website: www.mowca.gov.bd. The ToR or any further information can be obtained at the address of the undersigned given below, during office hours from 9:00 am to 5:00 pm Bangladesh Standard Time (BST).

• The consulting services (“the Services”) are include, not limited to: (Detail scope of services are mentioned in the terms of reference):
• Site Assessment, record and Documentation of the Refurbishment/Renovation Works
• Design and Construction Supervisions
• Ensure Environmental and Social Safeguards
• Inclusive Services and Opportunities for Human Capital Development and Livelihood Project (ISO for HCDLP) under Ministry of Women and Children Affairs, Government of the People’s Republic of Bangladesh now invites eligible Consultancy Firm to indicate their interest in providing the Services. Interested consulting firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will be evaluated at the short-listing stage. The short-listing criteria are: General experience of the firm
• The consultancy Firm to essentially have relevant expertise on:
• Renovation/refurbishment design of public buildings, preferably health facilities, shelters, social service centers, or administrative buildings.
• Supervision of renovation and small-scale construction works.
• Experience integrating architectural, civil/structural, MEP (Electrical & Plumbing), interior layout, and accessibility design.
• Experience incorporating safety, gender-responsive design, confidentiality, and universal accessibility features.
• Qualification and experience of the Key-experts as per TOR,
• Financial Strength
• Availability of Professional staff & logistics

• Consulting Firm are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria:
• The Firm"s Incorporation/Trade/registration documents from the country of the firm
• Firm’s brochures; and
• Description of similar consultancy contracts, including the scope, contract amount, name of Client, period of the contract (date of contract signing to date of completion), location/country of the services, etc.
• Audited financial reports for last three years;

The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.17, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

• Consultants may associate with other firms to enhance their qualifications but shall indicate clearly whether the association is in the form of a joint venture (i.e. all members of the joint venture shall be jointly and severally liable) and/or a sub-consultancy (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultant must explain in the EoI submission (a) the rationale/ justification for the proposed inclusion of the JV members and/or sub-consultants; and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment. Failure to provide the above explanation in the EoI may risk the association not being shortlisted for the assignment. It is preferable to limit the total number of firms including the lead firm to a maximum of three.

• The Consulting Firm will be selected in accordance with the Consultant Qualification-based Selection (CQS)-Open method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours (9:00 AM to 17:00 PM BST).

• Expressions of Interest shall be submitted by 3:00 PM on or before 28 Nov 2025, in sealed envelope (One copy and one original in Maximum 150 pages) along with a set of soft copy by email or in pen drive delivered to Project Director, Inclusive Services and Opportunities for Human Capital Development and Livelihood Project), 145, New Baily Road, Dhaka-1000. The client reserves the right to accept or reject any/all Expressions of Interest (EOI).
