1. This Invitation for Bids follows the General Procurement Notice (GPN) for this Project, which appeared in United Nations Development Business (UNDB) Issue No. WB-P90351-12/21 dated 14/12/2021 and the National e-Procurement System of Tanzania (NeST) dated 26/05/2025.

2. The TARURA-KATAVI REGIONAL OFFICE has received LOAN financing from the Tanzania Rural and Urban Roads Agency towards the cost of the Bottleneck Improvement for Spot Improvement Along Kamalampaka-Ipati-Katoagula Road and Nsenkwa-Nguka Road and Construction of Arch Culvert, and it intends to apply part of the proceeds toward payments under the contract for Spot Improvement along Kamalampaka-Ipati-Katoagula Road and Nsenkwa-Nguka Road and Construction of Arch Culvert. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

3. The TARURA-KATAVI REGIONAL OFFICE now invites sealed bids from eligible bidders for spot improvement along the Kamalampaka-Ipati-Katoagula road and the Nsenkwa-Nguka road and construction of an arch culvert for:

4. Bidding will be conducted through the National Competitive Tendering (Donor Funded) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers,” fourth edition, November 2020 as well as the Public Procurement Act, CAP 410, and is open to all bidders as defined in the Procurement Regulations.

5. Interested eligible bidders may obtain further information from TARURA-KATAVI REGIONAL OFFICE, Benedict Marando Ibrahim, and inspect the bidding document through NeST.

6. A complete set of bidding document(s) in English may be accessed through NeST freely.

7. Bidders are required to register through NeST and pay the bid participation fees indicated in the NeST (https://nest.go.tz/nest-tenderer/wallet/tender-charges) to be able to participate in this bidding process. The NeST payment user guide is made available in the NeST dashboard.

8. Bids must be submitted electronically through NeST on or before 2:00 PM local time on 29/12/2025. Bid(s) will be opened promptly thereafter through NeST. Bid opening details will be available to the through NeST.

9. All bids must be accompanied by a Bid Securing Declaration in the format provided in the Bidding Documents.

10. Bids not received or opened through NeST shall not be accepted for evaluation irrespective of the circumstances.
