Request for Expressions of Interest (REOI) for Project Coordinator (PC) (S8) of Jamuna River Sustainable Management Project-1 (Navigational Channel Development)

The Government of Peoples Republic of Bangladesh (GoB) has received financing credit from the International Development Association (IDA) towards cost of the Jamuna River Sustainable Management Project-1 (Navigational Channel Development) being implemented by Bangladesh Inland Water Transport Authority (BIWTA) under Ministry of Shipping. Now the BIWTA intends to apply part of the fund for the consulting services.

2. Scope of Services:

The Project Coordinator (PC) will assist the PIU in all matters relating to the development of sustainable inland water transport along the Jamuna river. Detailed scope of works (Terms of Services) and other information will be available upon request from the address provided below, either through email or in person. TOR is also available in BIWTA’s website (www.biwta.gov.bd).

3. General Qualification and Experience:

• Graduate Degree in Civil / Mechanical / Marine Engineering or Master of Science/Social Science with honours. Higher degree from the foreign recognized university(ies) will be preferable.
• At least 15 years of planning and development experience with specific experience in IWT project. Experience in management of donor-funded project(s), especially WB/ADB. in the inland waterway transport (IWT) sector will be preferred

4. Specific skills and Experience:

• Good knowledge of Public Procurement. Project/Contract Management. Safeguard (social & environmental) Issues. Quality Control and dispute resolution;
• Good computer skills. proficiency in using computer based project management application software (e.g. MS project 2007 or later);
• Good presentation, interpersonal and communication skills.

5. Jamuna River Sustainable Management Project-1 (Navigational Channel Development) now invites eligible applicants to indicate their interest in providing the services. The Applicants are requested to submit their: (a) CV (Curriculum Vitae), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per standard format.

6. The Project Coordinator (PC) will be selected in accordance with the “World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised September 2023)”. It is expected that the Consultant’s service will commence within one month of hiring. Duration of the consultancy services would be over the period of 42 (Forty-two) months.

7. Expression of Interest (EOI) shall be submitted by 04 July, 2024 up to 4:00 PM either in sealed envelope clearly marked “Expression of Interest (EOI) for Selection of the Project Coordinator (PC)” in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. EOIs received after the last date of submission will not be considered for short listing.

8. The Project authority reserves the right to accept or reject any or all EOI without assigning any reason, whatsoever.
