Additional Notes Mandatory Criteria
The Bidders are required to fulfil the following mandatory criteria to be qualified for further evaluation. The Bidders shall submit all the required details and relevant documentary evidence in
support of fulfilling these mandatory criteria in a separate section of their bid, clearly titled as “Response to Mandatory Criteria”. Bapco Refining reserves the right to verify the
documentary evidence by contacting the referenced customers if needed and the Bidder will facilitate such interactions or share contact details of the customers so that Bapco Refining can contact
them. The Bidders must use the following table template. The Bidders are urged to include in their bid only the information relevant to this tender. Submission of additional non-relevant
information will not add any value whatsoever during bid evaluation.
Criteria Description
1-The bidder must comply to all technical specifications as specified in the RFP. 2-The bidder must be an authorized warranty service provider with the OEM of the proposed technology, i.e., the
bidder must be authorized by the OEM of the proposed technology to repair the hardware as per the OEM standards and specifications. The bidder must submit a partnership certificate as well as an
authorization letter from the OEM to support this criterion 3-The bidder’s partnership with the OEM of the proposed technology must have had been active for the past three (3) years at a
minimum and the partnership must remain active for the duration of the contract (i.e., 5 years). In support of this criterion, the Bidder must share copies of their partnership certificates for
the past three (3) years and must commit here in writing that they will continue to renew the partnership with the respective OEM for the duration of the contract (i.e., 5 years). 4-The bidder
must have a registered office with a fully equipped service centre in the Kingdom of Bahrain. 5-The bidder must keep / retain a minimum of Two (2) Support Specialists/Engineers in Bahrain for the
duration of the contract. In support of this criterion, the Bidder must commit here in writing that for the duration of the contract (i.e., 5 years) a minimum of two (2) Specialists/Engineers
shall be retained.
6-The Bidder must provide a list of spares required to support the smooth operations of the video walls and ensure availability of these spares throughout the duration of the contract (i.e., 5
years). In support of this criterion, the Bidder must commit here in writing their acceptance to this criterion. 7-The Bidder must have completed a minimum of Two (2) implementations of the
proposed solution of similar size (i.e., not smaller than 7 meters x 3 meters) or larger in the last five (5) years. The Bidder shall submit verifiable documentary evidence (i.e., reference
letters from the clients or list of implementations of the proposed solution on the official letterhead signed by the Managing Director or a Board Member of the bidding entity). 8-The Bidder must
submit the “Audited Financial Reports” of the bidding entity for the past two (2) financial years in support of showing their financial soundness. Bapco Refining shall assess the financial
soundness of the bidder in accordance with the attached Financial Evaluation Matrix and decide on the compliance to this criterion.

Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no
initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of
2002.
In addition, these conditions have to be considered:
Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this
tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the
