وصف المشروع

تعتزم وزارة الأشغال تعيين شركة استشارات هندسية مؤهلة وذات خبرة متخصصة في مجال التنفيذ والإشراف على مشاريع الصرف الصحي، وذلك لتقديم خدمات الإشراف لتنفيذ عدة مشاريع لبناء شبكات للصرف الصحي في مناطق متعددة في مملكة البحرين

Tenderers intending to participate in this tender shall be Consulting Engineer offices registered with Valid CRPEP under Category A on the tender issue date. Also, registered Tenderers under CRPEP Category A who fulfilled below inquires: The Tenderer shall have a valid CRPEP license under Category A (relevant to the scope of services related to infrastructure and sanitary services) and its consultancy office that provides services under this contract MUST be located in Bahrain. All the required works shall be produced by a Supervision Team based in Bahrain. The tenderer to provide a copy of the following:

- Pictures of office facilities,

- Local address,

Tenderer/Bidder who does not comply with the above requirements will be DISQUALIFIED. Tenderer/Bidder shall provide the required supervision personal as per the Technical requirements and the marks shall be allocated based on availability and qualification as per technical requirements.

الراغبون في المشاركة في هذا العطاء يجب أن يكونوا من ضمن مكاتب مهندسي الاستشارات المسجلة بترخيص صالح من مجلس تنظيم مزاولة المهن الهندسية (CRPEP) تحت الفئة A. في تاريخ إصدار المناقصة كما يجب أن يكونوا مسجلين في فئة A من CRPEP والذين يستوفون الامور التالية:

1. يجب أن يكون للمشارك في العطاء ترخيص صالح من CRPEP تحت الفئة A (ذات الصلة بنطاق الخدمات المطلوبة تحديدا وهي خدمات الصرف الصحي والبنية التحتية) ويجب أن يكون مكتب الاستشارات الذي سيقدم هذه الخدمات في إطار هذا العقد موجودًا في مملكة البحرين. يجب أن تتم جميع الأعمال المطلوبة من قبل فريق الإشراف المتواجد في مملكة البحرين.

2. يتعين على المشترك تقديم نسخة مما يلي:

• صور لمرافق المكتب.

• العنوان المحلي.

سيتم إلغاء مشترك/مقدم العطاء الذي لا يتفق مع المتطلبات المذكورة اعلاه.

على المشترك/مقدم العطاء أن يقدم الكوادر الإشرافية المطلوبة وفقًا للمتطلبات الفنية، وسيتم تخصيص الدرجات استنادًا إلى التوفير والتأهيل المطلوب لكل شخص وفقا للمذكور في الاشتراطات الفنية

- Technical bids will be opened first, and the financial bids of technically qualified tenderers only will be opened later.

- No financial information shall be included in the technical proposal.

- A copy of the initial bond shall be uploaded with the technical proposal.

How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 17 January 2024
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
• The bids deposit place: (As Mentioned in the Tender Documents)
• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
