REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Introduction of AI tools, by first reviewing options to introduce AI in judicial and legal service delivery, and then piloting it in select areas.

The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Additional Financing for Judicial Services and Smart Infrastructure Project and intends to apply part of the proceeds for consulting services.

The objective of this consultancy is to provide guidance to policy- and decision-makers at the Ministry of Justice and the judiciary in Azerbaijan on how to effectively apply AI in the judiciary, including how to identify suitable use cases, assess data readiness for the use of AI in judicial service delivery, review existing policy and legal frameworks and provide recommendations for improvements, and ensure transparency, accountability, ethical and fairness in the use of AI tools.

The assignment is structured into 4-part deliverables:

Part I: System and data readiness assessment

Part II: Institutional readiness assessment

Part III: Part III: “Roadmap” and implementation plan for at least 5 selected AI solutions for Azerbaijan’s judiciary

Part IV: Implementing a pilot of two AI solutions.

The Ministry of Justice of the Republic of Azerbaijan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• At least five (5) years of experience in software development and implementation of data & analytics solutions and AI systems, preferably in AI insights/recommender systems and conversational AI system.
• Consultant shall demonstrate at least two successfully implemented AI projects, preferably in public or justice sector.
• At least five (5) years of experience in developing data & analytics solutions and AI and machine learning systems.
• Experience in conducting training sessions on applying AI in the public service, and the judicial service in particular, including the design and delivery of training sessions for target audiences of stakeholders.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, fourth edition, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
