Die Bundesrechenzentrum GmbH (BRZ GmbH) mit Sitz in Wien, Österreich, ist der führende IT-Dienstleister der Österreichischen Bundesverwaltung, In dieser Rolle entwickelt und betreibt die BRZ GmbH zentrale IT-Lösungen der öffentlichen Hand und verfügt über eines der größten Rechenzentren Österreichs.
Die BRZ GmbH führt gegenständliche Markterkundung gemäß § 24 BVergG 2018 zur Beschaffung einer Software zur automationsgestützten Belegverarbeitung durch. Die BRZ GmbH möchte eine private On-Premise-Softwarelösung im öffentlichen Bereich zur automationsgestützten Belegverarbeitung in ihrer mobilen Applikationslandschaft implementieren und führt deshalb die Evaluierung potenzieller Lösungen zur Erfassung (hauptsächlich mit der Fotofunktion von Smartphones), Informationsextraktion und (teil-)automatisierten Kategorisierung von Belegen (z.B. zur steuerlichen Einordnung nach verschiedenen Kriterien) durch. Bevorzugt wird eine Library / ein Framework, dass sich nahtlos in eine bestehende App integrieren kann und somit in ein bestehendes User Interface einfügt. Ein beispielhafter Prozess könnte sein: Bestehende App startet den Belegscan -> Library startet (Kamera UI), scannt den Beleg, bereitet Daten auf -> bestehende App erhält als Resultat die aufbereiteten Rohdaten, idealerweise mit sinnvoller Struktur (zB JSON).

Diese Bekanntmachung betrifft kein Vergabeverfahren, sondern eine vorgelagerte Markterkundung. Die Angaben in Punkt IV. betreffend die Verfahrensart und in Punkt IV.2.5 sind irrelevant bzw. nicht zutreffend und wurden nur vorgenommen, weil das Bekanntmachungsformular Angaben verlangt. Neben der elektronischen Abgabe des ausgefüllten Fragenkatalogs über die ANKÖ-Vergabeplattform (oben Punkt I.2) ist auch eine Übermittlung via Email an ausschreibung.procurement@brz.gv.at zulässig. Die Angaben in dieser Bekanntmachung sowie in den Unterlagen der Markterkundung sind unverbindlich und binden/beschränken den Auftraggeber nicht hinsichtlich seiner zukünftigen Beschaffungsentscheidungen.
