The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive

Explanation:

Die VBB hat im Bestreben, einen geeigneten Vertragspartner für die Erbringung der Verkehrsleistungen im Vertragsgebiet zu finden, die Vergabeverfahren "Land Burgenland - Betrieb von Kraftfahrlinien mit Bussen im Burgenland Mitte / Nord / Süd einschließlich der Anbindung angrenzender Gemeinden" im Verhandlungsverfahren mit europaweiter Bekanntmachung durchgeführt. Diese Bekanntmachungen erfolgte im EU-Amtsblatt unter der Kennung 2022/S 202-575670 / 2022/S 202-575673 / 2022/S 202-575669. Der verbindliche Abschluss des ausgeschriebenen PPP-Verträge bedarf einer wettbewerbsbehördlichen Genehmigung, was noch einige Monate bedarf. Aufgrund der aktuellen Sachverhaltslage ist es notwendig die Zeit bis dahin (voraussichtlich bis Ende Juni 2023) zu überbrücken. Für die Überbrückung werden Ergänzungsvereinbarungen mit den bisherigen Betreibern abgeschlossen. Die angegebenen Auftragswerte sind Maximalwerte. Es kann aber noch zu erheblichen Reduktionen der Verkehrsleistungen und Entgelte kommen.
