Ein Gutteil der bestehenden Bausubstanz stammt noch aus den 1960er-Jahren, einige Zubauten sind unwesentlich jünger. Der Betrieb des RKI ist mittelfristig in den bestehenden Räumlichkeiten nicht mehr aufrecht zu halten.

         Der Auftraggeber beabsichtigt, das Bauvorhaben „Rotkreuz-Zentrum Innsbruck“ mit einem Generalunternehmer+ zu realisieren. Der Generalunternehmer übernimmt als alleiniger Vertragspartner des Auftraggebers die Gesamtverantwortung für die Planung (ab der fertiggestellten Einreichplanung) und Ausführung des Bauvorhabens „Rotkreuz-Zentrum Innsbruck“ bis zur schlüsselfertigen Herstellung (nicht umfasst ist der Abbruch des Bestandsgebäudes, die Einrichtung und Ausstattung gemäß Kostengruppe 5 ÖNORM B 1801-1 sowie die Schließanlage).

         Seitens der Auftraggeberin wurden auf Basis des Siegerprojektes Planungsverträge mit Architekten und Fachplanern abgeschlossen, welche mit der Einreichplanung enden. Ab dieser Leitungsphase gehören sämtliche Planungsleistungen zum Leistungsbild des Generalunternehmers+ und sind diese vom Auftragnehmer zu erbringen, wobei das bestehende Planungsteam vom Auftragnehmer übernommen oder ein eigenes Planungsteam für die Leistungsphasen ab der Einreichplanung zusammengestellt werden kann.

         Von der GU+- Leistung mitumfasst sind sohin alle zur Realisierung des Projekts notwendigen Planungs-, Ingenieurs- und Ausführungsleistungen inkl. der Abwicklung aller notwendigen Behördenverfahren und Genehmigungen, sowie das Übergabe- und Inbetriebnahmemanagement und die Planung und Ausführung spezieller Maßnahmen zur Steigerung der Energieeffizienz und zur Verringerung laufender Energiekosten. Ausschreibungsgegenständlich ist somit ein Bauauftrag im Sinne des § 5 BVergG 2018.
