         Die Busse müssen den Normen zur Klasse II in der Regelung Nr. 107 der Wirtschaftskommission für Europa der Vereinten Nationen (UNECE) – Einheitliche Bestimmungen für die Genehmigung von Fahrzeugen der Klassen M“ oder M3 in Bezug auf ihre allgemeine Konstruktionsmerkmale 2018/237, ABI L 2018/52, entsprechen.

         Jeder Bus muss über

         - eine low entry – Technik verfügen und eine Gesamtlänge von mindestens 12 Metern und einer Höchstlänge von maximal 12,50 Metern ausweisen,

         - über stufenlose Einstiege sowohl im vorderen als auch in der Mitte verfügen

         - der Bereich zwischen Vorder und Hintertüre im Innenraum muss niederflurig (barrierfrei) sein

         - der Heckbereich des Fahrgastraumes muss hochflurig und darf nur über Stufen im Mittelgang erreichbar sein.

         Die vordere Eingangstüre ist minimum 850 mm breit und einflügelig auszuführen.

         Die zweite Fahrgasttüre in der Mitte des Busses ist mit einer Mindestbreite 1.300 mm zweiflügelig auszuführen.

         Die Sitze im vorderen Bereich sind auf Podesten zu montieren.

         Jeder Bus muss mit einem dieselbetriebenen Motor ausgestattet sein, mit min 350 PS.

         Jeder Bus muss über ein elektronisches Stabilitätsprogramm (ESP) inklusive Antriebsschlupfregelung (ASR) verfügen, die mittels Taste auf der Instrumententafel abzuschalten sind. Das Getriebe ist vollautomatisch, wobei die unteren Getriebestufen manuell gesperrt werden können.

         Jeder Bus muss über eine Skiboxhalterung am Heck, eine Trennscheibe am Lenkerplatz, eine Vorrichtung für eine Anhängerkupplung und eine Prüfsoftware zur Fehlerdiagnose verfügen.

         Weitere Informationen werden in der zweiten Verfahrensstufe bereitgestellt.

         Die Vergabe erfolgt ausschließlich an befugte, leistungsfähige und zuverlässige Unternehmer (vgl § 193 Abs 1 BVergG 2018). Die Eignungskriterien sind knock-out-Kriterien. Wer sie zum Zeitpunkt des Endes der Teilnahmefrist nicht erfüllt, kann zum Verfahren nicht zugelassen werden. Sowohl Bewerber als auch Subunternehmer müssen (für den von ihnen übernommenen Leistungsteil) geeignet sein.
