The Department of Defence is establishing a panel for the provision of security vetting services to multiple Commonwealth agencies.

The services required under the panel are:

1. Service Category 1 - Australian Government Security Vetting Agency Security Vetting Services

2. Service Category 2 - Australian Submarine Agency Suitability Assessment Services

3. Service Category 3 - Australian Security Intelligence Organisation Security Clearance Services (Initial Vetting and Revalidation)

4. Service Category 4 - Australian Security Intelligence Organisation Security Clearance Maintenance and Security Clearance Review Services

5. Service Category 5 - Department of Foreign Affairs and Trade Security Clearance Services

Other Instructions:

Tenderers are permitted to apply for one, some or all of the Service Categories.

In accordance with clause 2.6 of the Conditions of Tender, an industry briefing will be held on at 11am local time in the ACT on 26 October 2023. Tenderers must submit a duly completed and executed Deed of Confidentiality and Fidelity by 2pm local time in the ACT on 24 October 2023 in order to attend the briefing.

Additional information will be issued through a restricted Data Room. In accordance with cause 1.11 of the Conditions of Tender, access to Information Documents will only be provided upon the tenderer duly completing and executing the Deed of Confidentiality and Fidelity. Upon receipt, the Commonwealth will provide the tenderer with access details.

Conditions for Participation:

In accordance with clause 3.3.1 of the Conditions of Tender, the Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not satisfy any of the Conditions for Participation specified in the Tender Details Schedule. These include:

1. Clause 1.10 of the Conditions of Tender - Statement of Tax Record;

2. Clause 2.4 of the Conditions of Tender - Preparation and Transmission of Classified Tenders; and

3. Clause 2.5 of the Conditions of Tender - Defence Security Requirements.

Timeframe for Delivery:

The panel is anticipated to commence in July 2024.
