Explanation

The COVID19 Vaccine Deployment Programme (VDP) was set up at significant pace. It required specialist skills that did not exist at scale in the NHS or wider environment. Capability was built from scratch in a way that did not undermine other NHS teams in a pandemic. There was a need to rapidly recruit sufficient capacity to design and deliver a nationwide vaccination programme.
