This advert is intended to notify potential suppliers of the tender for B4063 Gloucester to Cheltenham (G2C) Cycleway scheme between Estcourt Road Roadabout to Elmbridge Court Roundabout, including Llanthony Road and Pirton Lane junctions. This is the same previously advertised as Project Information DN676673. The scheme has been revalued which has required it to be re-advertised at a higher value above the FTS Works Threshold.

II.2.4) Description of the procurement

The site is found to the northeast of Elmbridge Court Roundabout (approx. post code GL3 1AD) with two individual junctions, Llanthony Road (approx. post code GL2 5JQ) and Pirton Lane (approx. post code GL3 1AE). This is part of a bigger scheme to address the needs of pedestrians and cyclists and create an Active Travel corridor

between the towns of Cheltenham and Gloucester. The overall scheme will implement a continuous cycleway for cyclists of all ages and abilities between the main hubs of Cheltenham and Gloucester, utilising London Road, Cheltenham Road, B4063, and part of the A40 between Arle Court roundabout and Benhall roundabout.

This contract is looking for a Principal Contractor to deliver the construction phase of Estcourt Road Roundabout to Elmbridge Court Roundabout, including Llanthony Road and Pirton Lane junctions. A more detailed summary of the works is included below:

Construction Phase key Deliverables are as follows:

• Provide suitable Traffic Management during the construction works.

• Pedestrian access to residents always during the construction works.

• Utility diversion works (being arranged by GCC for PC to liaise/accommodate).

• New drainage works and tie-in to existing.

• A mixture of Highway, segregated footway / cycleway track and new shared use path construction.

• Remove existing and install new kerbs to match new alignment.

• Junction’s realignments.

• Carriageway surfacing repairs and reprofiling.

• New traffic signals facilities across the route.

A summary of the outline programme for the scheme is shown below:

Tender period: Monday 11th September 2023 to Thursday 19th October 2023

Award: Tuesday 21st November 2023

Anticipated Works Start Date: Tuesday 2nd January 2024

Completion: Tuesday 22nd April 2025

Overall Duration: 67 weeks

Indicative Value: £6m (£5m + VAT of £1m)

The proposed procurement route will be a single stage (Open Procedure) using the NEC4 ECC form of Contract, Option A Priced Contract with Activity Schedule.
