Framework Agreement for supply of Biomass Wood Fuels (specifically wood pellets and chips) to provide Health Boards with a compliant contractual and secure route for supply of fuels for the installed base of Biomass Plant across the NHSS Estate. The scope of this framework agreement will cover the supply of wood pellets and wood chips to provide standard pricing based on tonnage required and heat delivered to the NHS Scotland Health Boards.

The procurement falls outside the scope of application of the Directive

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The additional demands on the Scottish Health and Social Care sector during the Covid-19 pandemic and subsequent recovery of services and in order to maintain necessary supply and remove unnecessary disruption from the Authority at this time. In line with Regulation 72(1)(c) of the Public Contracts (Scotland) Regulations 2015 there is a requirement to extend this framework for 12 months revising the expiry to 5th February 2024.
