REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: RECRUITMENT OF A CONSULTING FIRM FOR TO DESIGN AND IMPLEMENTATION OF THE COMMUNICATION AND AWARENESS PLAN ON ENERGY LITERACY FOR ENDE, ANGOLA

The Government of the Republic of Angola (GoA) has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for consulting services.

The Project Coordination Unit (PCU) intends to engage the services of a Consulting firm to Design and Implement the Communication and Awareness Plan on Energy Literacy for the Electricity Sector for ENDE in Angola.

The specific objectives of the consultancy are:

(i)Design a Communication Plan aimed at raising the awareness and educating project beneficiaries, particularly women and selected groups, on energy literacy, including energy efficiency, users’ rights and responsibilities regarding electricity service, bill payment, productive uses of energy, and other related topics and;

(ii)Implement the Communication Plan aimed at raising awareness and educating communities covered by the project on energy literacy.

In order to achieve these specific objectives, the Consultancy has been structured in two distinct phases: (i)Phase 1 – Communication Campaign Design, lasting 4 months and (ii) Phase 2 – Implementation and Monitoring, lasting 14 months.

Phase 1 – Communication Campaign Design

• The Consulting firm will design a Communication Plan targeting consumers, especially women and other priority groups, aimed at promoting energy literacy, including energy efficiency, users’ rights, responsibilities in electricity consumption, bill payment, productive uses of energy, and other relevant aspects.This Plan should include a description of the activities to be implemented, their rationale, expected impacts, and a detailed budget (including the list and cost of support materials to be used in the education and awareness process, in-cuntry travel costs, per diem and other incidental expenditures), as well as a Monitoring and Evaluation Plan to document the expected impacts, compared with the baseline indicators.

Phase 2 – Implementation and Monitoring

• Develop communication materials and content in formats and media suitable and accessible to the target groups, as identified in the campaign design phase, using educational, creative, innovative, and entertaining approaches. Communication products are expected in different formats, tailored to various channels and approaches, such as: short videos, radio spots, dramatizations, songs, poster layouts, brochures, leaflets, and content guides for ENDE facilitators, social mobilizers, and electricity sector technicians visiting households and inspecting the quality of installations.

• Monitor the implementation of the Communciation Plan, by periodically brieging PCU/ENDE on the major progresses made, challenges encountered , and the needed mitigation startegies to overcome them.

• Identifying and proposing the Project Coordination Unit, potential suppliers and service providers capable of delivering the required products to be procured in accordance with the World Bank Procurement Regulations for IPF Borrowers, dated September 2023.

• Ensuring that all documents, approvals, and authorizations required to implement the

Communication Plan are obtained, including the necessary approvals. The implementation period is 18 months.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

(i) Experience in developing and implementing Communication Plans and awareness and community education campaigns, with a minimum of one (1) year of international experience and at least two (2) years of national experience);

(ii) Experience in developing and implementing Communication Plans and awareness and education campaigns with specific components, with a minimum one (1) year of international experience and at least two (2) years of national experience); and

(iii) Similar experience in Sub-Saharan Africa.

Key Experts will not be evaluated at the shortlisting stage.

Note: the ESIAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The attention of interested Consultants is drawn to Section III, paragraphs 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex and will not be affected by the limit of 30 pages.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated September 2023 “Consultant’s Quality and Cost- based Selection (QCBS) method”.
