GENERAL PROCUREMENT NOTICE

Project ID No. P505889
The Republic of Albania has received financing in the amount of USD 1,200,000 equivalent from the World Bank toward the cost of the Advancing Public Sector Accounting and Reporting in Albania, and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project.
Project Objectives and Description.
The objective of the Project is to improve public sector financial reporting and accounting practices in central government. The Project consists of the following parts:
Part 1. Capacity building activities
Supporting the accounting, finance and audit staff of the Recipient"s central government institutions through the provision of training and capacity building activities, focusing on: (a) developing and implementing a training and communication program based on the new PSA framework requirements that includes PSA policies, procedures, and processes; (b) strengthening the technical capacity of the MoF and the General Directorate of Treasury for Project implementation; and (c) institutionalization of the PSA training programs.
Part 2. Gradual implementation of the PSA Framework consistent with IPSAS
Provision of support to the Recipient"s MoF and central government institutions for the gradual implementation of the PSA Framework, preparation of the initial balance sheet and interim financial statements in line with the scope of the revised CSAP.
Part 3. Change management implementation and Project management
Provision of support to: (a) the change management implementation through the carrying out of information and communication campaigns targeting various stakeholders, including accounting, finance, audit staff, members of the parliament, and higher management; (b) the Project Implementation Team and the GDFC on Project management, coordination, procurement and financial management, and monitoring and evaluation; and (c) Project-related training and capacity building activities.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed procurement plan and all subsequent updates once it has provided a no objection.
Consulting services under the project are expected to be procured using methods such as Quality- and Cost-Based Selection (QCBS), Consultant Qualifications Selection (CQS), and Selection of Individual Consultants (IC) in accordance with the applicable Procurement Regulations.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank external website, on the Borrower’s official website, and in the national newspapers of wide circulation.
