Assignment Title: Consultancy Services for Development of Design and Procurement Documentation for Capital Repair and Reconstruction of M-06 Kyiv - Chop Road within Kyiv, Zhytomyr and Lviv regions (Lot 1, Lot 2, Lot 3)

Ukraine has received financing from the World Bank toward the cost of the Repairing Essential Logistics Infrastructure and Network Connectivity (“RELINC”) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include development of design documentation for capital repair and reconstruction of the public road of national importance M-06 Kyiv - Chop (to Budapest via Lviv, Mukachevo and Uzhhorod) within Kyiv, Zhytomyr and Lviv regions, including conducting all necessary surveys and investigations, obtaining baseline data, approvals and design documentation clearance from Ukrainian government agencies in accordance with Law of Ukraine, as well as preparing procurement documents in accordance with the Bank"s standards for further use in the procurement of works.
The Services are expected to commence in August 2026 (services commencement date may be subject to change depending on duration of the procurement process and the contract award).

The State Agency for Restoration and Development of Infrastructure of Ukraine (the “Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
a) At least seven to ten (7-10) years of general experience in road infrastructure design as a lead consulting firm;
b) Proven experience in preparing design documentation for rehabilitation and improvement of roads in accordance with international best practices and Ukrainian standards;
c) At least five (5) years of experience in designing international and national (M and N category) roads in accordance with Ukrainian regulatory requirements;
d) Experience in preparing tender documents under FIDIC Conditions of Contract, with prior cooperation with IFIs (IBRD, EBRD, EIB, etc.) to be considered an advantage.
Qualification and experience of Key experts will not be considered and evaluated at the shortlisting stage.
To define the capabilities and experience of consulting firms wishing to be shortlisted, the following information should be included in the expression of interest:

Companies may submit their Expression of Interest for one, any combination of two, or all the following lots:
Each lot is evaluated and awarded separately. Therefore, in case of submission of Expressions of Interest for more than one lot, Consultants shall ensure the availability of adequate personnel for each lot separately.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Consultants may associate with other companies in the form of a joint venture or sub-consultancy for the purpose of meeting the qualifications criteria and it is preferable to limit the maximum number of JV partners to 3 (three) including the Lead Firm. In the case of an association (JV or Sub-consultancy), the Consultants must explain in the EOI submission including (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. Failure to provide the above explanation in the EOI may risk the association not being shortlisted for the assignment.
Interested Consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” etc. may not be considered for shortlisting. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
