Job title: National Consultant for Gender Equality
Project: ARTEMIS: Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia

Contract type: Individual Contract (IC)
Duration: 15 December 2025 – 30 September 2026 (estimated 90 consultancy days)
Duty station: Yerevan, Armenia (Home-Based with occasional office visits)
Description of the Assignment: The primary goal of the assignment is to support the Central Electoral Commission (CEC) in mainstreaming gender equality within its institutional frameworks, policies, and operations. This will be achieved through the development and operationalization of the CEC Gender Equality and Social Inclusion (GESI) Policy Framework by integration of gender and inclusion priorities into the CEC Development Strategy and Roadmap 2024–2028, and alignment with international standards and UN directives. The focus of the work is also on institutional capacity-building and policy support. The expert will design and deliver mentorship, leadership development, and internship initiatives to empower women and young professionals in electoral administration, and facilitate multi-stakeholder consultations to promote inclusive, gender-responsive, and accessible electoral policies. Training will apply the BRIDGE methodology, integrating modules on gender equality, inclusion, anti-discrimination, prevention of sexual exploitation and abuse (PSEA). These efforts will enhance institutional mechanisms for gender mainstreaming and inclusion within the CEC, strengthen women’s representation and leadership in electoral processes, and advance inclusive, transparent, and equitable electoral governance in Armenia.
