Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The
consultancy will deliver a comprehensive, practice-oriented guide for designing and implementing active labour market programmes in developing countries. Covering all programme types
defined by the International Labour Organization’s framework, the guide will clarify the difference between policies and programmes while focusing on concrete, measurable interventions.
It will address fragmentation, weak coordination, and poor links with social protection systems, promoting integrated and inclusive design. Aimed at policymakers and practitioners at
national and subnational levels, including those with limited experience, it will draw on International Labour Organization data and complementary sources. The guide will include
examples, good practices, and practical tools such as templates and checklists tailored to fiscal-constrained contexts with high informality. It will integrate gender-responsive and
