The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.

The agencys Representation Office is in Abuja, Nigeria and it is required that adequate security is provided for its personnel, premises and assets as stipulated in Security Risk Management Measures. Part of this, is the requirement that armed security escorts (Mobile Police personnel) are engaged for the movement of its personnel to/from the Nnamdi Azikiwe Airport in Abuja and occasionally escorting personnel on mission both around FCT or in nearby States. It, therefore, becomes imperative that a harmonized standard for the provision of security escort vehicles is maintained for the vehicle hire company, that will be selected to provide the services for UNHCR in Abuja.
