Call for External Collaborator (team leader) and national consultant for independent final evaluation of the Better Work Pakistan Programme (Pilot Phase), ILO Country Office for Pakistan (Албания - Тендер #65291811)

The ILO, in consultation with the federal government of Pakistan and the governments of Punjab and Sindh provinces, launched a pilot programme in Pakistan in early 2022, with funding from the European Commission, the Australian Department of Foreign Affairs and Trade, and the Pakistani National Economic Development Fund (EDF). The main objective of the programme is to improve enterprises compliance with national labour laws and international labour standards in the readymade garment & textiles sector, as well as to promote exports. The programme pursues 2 outcomes: 1. Better Work Pakistan (BWP) will have facilitated improvements in working conditions and enhanced business competitiveness in at least 120 factories (this target was increased to 150 factories by December 2025 to obtain non cost extension). 2. Better Work Pakistan will have strengthened overall labour market governance including social dialogue in the textile, clothing and footwear sector.
