Dear Bidder, The International Labour Office (ILO) is looking for a qualified individual to undertake work as an External Collaborator. Below is a summary of work to be performed: The
International Labour Organization (ILO) is seeking a qualified consultant to support the assessment and enhancement of maternity and care policies in Cambodia, focusing on various care
recipients. The consultant will work at the policy level to cost care services, propose reforms for maternity, paternity, and parental leave, and promote care cooperatives, while
fostering active engagement from both workers and employers in the care sector. Key objectives include conducting a policy gap analysis across social protection, employment, skills,
industrial, and fiscal domains; evaluating public and private financing mechanisms for care services, including investment returns and coverage gaps; reviewing the Ministry of Labour and
Vocational Training’s existing care-related policies; and developing scalable investment recommendations to expand childcare services, particularly within and beyond the garment sector.
