The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The selected consultant
will assess the institutional, operational, and service delivery capacities of the Ministry of Labour’s Public Employment Offices (PEOs) in the West Bank, with a specific focus on
addressing the needs of youth Not in Employment, Education, or Training (NEET). The objective is to identify strengths, weaknesses, and gaps in structure, staffing, tools, service
outreach, and partnerships, particularly those affecting youth access and engagement. The consultant will: Map PEOs and review mandates, staffing, workload, and infrastructure; Evaluate
service effectiveness, tools, and data systems; Review programmes targeting youth NEET and assess accessibility and barriers; Assess the role and coordination between the Palestine
Employment Fund (PEF) and MoL; Conduct desk reviews, interviews, field visits, and focus groups; Propose practical recommendations and a phased action plan to improve performance and
impact. Deliverables include an inception report, a draft assessment report, a stakeholder validation workshop, and a final report with an action plan. The assignment spans 20 working
days between 21 July and 30 September 2025. Proficiency in Arabic and English is required, along with at least 7 years of experience in employment policy, labour market assessments, or
institutional capacity building, preferably in fragile or conflict-affected settings. Please note that if travel is required for this assignment, the necessary travel costs will be
