UNAIDS Gender Team intends to grant Long-Term Agreements with at least 5 senior gender professionals to work closely with UNAIDS regional and country offices, co-sponsors, and external
partners, and provide technical guidance for the development and implementation of quality, evidence-based gender-transformative investments and HIV programs, including work to reduce
gender discrimination, gender-based violence and harmful gender norms, and increase access to addressing gender-related barriers to information, education, HIV prevention, equality
health services and HIV treatment, care and support.
The Gender team under ERA Practice is seeking senior technical guidance and support on gender-transformative HIV programming at the regional and national levels, gender training to
strengthen capacity and ensure mainstreaming, gender budgeting to support the translation of gender-related assessments and recommendations into implementation, and gender responsive
monitoring and evaluation. The technical expertise required in each case will be in line with the specific instructions for the assignment in question. A roster of consultants with
relevant thematic and language skills will be created, enabling UNAIDS to identify consultants that can be quickly drawn down as per country needs.
Senior Consultants will work under the guidance of a designated gender team lead in the Global Centre Team and/or Regional Support Team, and with the country office in question. They
will provide lead support in the following key tasks:
" Work with UNAIDS Secretariat staff, and regional and country teams, GFATM Country Coordinating Mechanisms (CCMs), PEPFAR, National AIDS Councils (NACs) and other relevant stakeholders
to provide technical expertise on gender in the context of HIV/AIDS in the development of funding requests and grant making, and technical support to ensure that implementation of
programmes is gender transformative. In particular, the technical expertise should address gaps in gender-transformative programming and budgeting identified in a UNAIDS 2023
review.
" Provide country specific technical expertise in gender budgeting, gender monitoring and evaluation, gender planning and implementation. This includes (but is not limited to) technical
review of country Gender Assessments, validation, prioritization, costing, detailed design of recommendations in order to integrate these into national plans, budgets and grant making
in countries; and the development of a guidance on the implementation of gender assessments in national plans, in alignment with donor policies and processes and the Global Funds new
gender strategy.
" Provide support to amplify the leadership of adolescent girls and young women in gender-transformative HIV programming.
" Provide expertise in supporting and advocating for community leadership, community-led responses, and civil society engagement in gender-transformative HIV programming.
" Deliver high-quality gender training and knowledge management support in planning, costing, implementation, and monitoring of gender-transformative HIV programming.
" Deliver impactful communications and advocacy messaging on gender-transformative HIV programming, including gender budgeting, gender-transformative implementation, sexual and
reproductive health and rights, social norms change, gender-transformative HIV programming with adolescent girls and young women, community leadership and community-led
gender-transformative HIV responses.
" Provide technical expertise on gender-transformative HIV programming to support the wider communications, research, and advocacy work of ERA, the UNAIDS Gender Team, and the UNAIDS
Gender Practice as may be assigned, including developing guidance notes, briefings and talking points for UNAIDS senior management.
