1. The Government of the Republic of Zambia through the Ministry of Education has received financing from the World Bank toward the cost of the Zambia Education Enhancement Project and intends to apply part of the proceeds toward payments under the contracts for the supply and delivery of school textbooks and teachers’ guides for grades 1 to 12.

2. The Ministry of Education now invites sealed Bids from eligible Bidders for the supply and delivery of textbooks for grade 1 to 12 as follows;

3. Bidders may Bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

4. Bidding will be conducted through open international bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible bidders may obtain further information and/or inspect the bidding document from the e-GP platform on the ZPPA website, www.zppa.org.zm

6. The bidding document in English may be purchased by interested Bidders online through the e-GP platform upon payment of a non-refundable fee of K1,000. The method of payment will be online through the e-GP platform.

7. Bids must be submitted electronically on the e-GP platform on the ZPPA website, www.zppa.org.zm on or before Tuesday 31 May 2024 at 10:30 hrs. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be opened online on 31 May 2024 at 10:30 hours.

8. All Bids must be accompanied by a Bid-Securing Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
