REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Supervision for construction and management of contracts of civil works and equipment installation for the Research Institute and Data Center; construction of the wastewater
treatment plant and the outside technical infrastructure.
Reference No. (as per Procurement Plan): HCMVNU-CS-02
The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Vietnam Universities Development Project - Viet Nam National University Ho Chi Minh City Subproject, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) will perform the tasks of contract management and construction quality supervision, equipment installation supervision, social safety monitoring, environmental, health and safety issues of the 05 packages of civil works and 12 packages for goods and equipment complying with all relevant GOV regulations.
The expected implementation period of the Services shall be from 05/2024 and last for 18 months exclusive of the Defects Liability Period.
The International Project Management Unit (IPMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
1. Eligibility
The consultant shall meet the eligibility requirements as set out in The World Bank’s Procurement Regulations for Borrowers of Investment Project Financing Procurement in investment projects
in Civil Works, Goods, Non-consulting Services and Consulting Services, July 2016, revised November 2017 and August 2018. Details as below:
- No name on the “black list” of the World Bank;
- Determination of association of firm where association means the legal basis for trading of the company, Joint-Venture/Sub-Consultant; to provide an agreement if Joint Venture;
- No Conflict of Interest;
- Eligibility;
- Unfair Competitive Advantage;
- No relationship with other firms which are submitting EOIs
Any consulting firms do not meet requirement of above items to be not assessed next step.
2. Experience and qualification/capacity
- The consulting firm shall have a business registration certificate in line with the work requirements of the contract (supervising construction of civil and industrial works, supervising
equipment installation) or statement proving operation in the required field;
- The consulting firm shll have experience of at least 05 years in construction supervision of civil and industrial construction, performed at least 02 construction supervision consultancy
contracts with the same scale and nature as the construction and installation contracts mentioned in the section 3.1 of the Terms of Reference (TOR) within the last 05 years. Priority will be
given to contracts using ODA capital;
- The consulting firm shall have a current financially sound capacity (proved through audited financial statements or other financial statements accepted by the IPMU in the last 03 years);
meeting the minimum requirements of value the Contractors’ net assets for the most recent year is calculated as the difference between total assets and total liabilities should be
positive;
- The consulting firm can demonstrate a good reputation through the feedback of the other clients and/or other stakeholders in previous contracts.
- The consulting firm shall arrange adequate personnel positions to perform the work.
Interested consultants must provide information (brochures, documentations, description core business and years in business, qualification in the field of the assignment, technical and management organization, general qualification and number of key staff, performance experiences including experience in similar assignments, experience in similar conditions, availability of appropriate skill staff, financial capability, eligibility, form of association, etc.) indicating that they are qualified to perform the services. However, the EOIs should be limited to 30 – 40 pages (excluding relevant supporting documents).
The attention of interested Consultants is drawn to the Procurement Regulations for Borrowers of Investment Project Financing Procurement in investment projects in Civil Works, Goods, Non-consulting Services and Consulting Services, July 2016, revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A consultant will be selected in accordance with the QCBS procedures set out in the Procurement Regulations for Borrowers of Investment Project Financing Procurement in investment projects in Civil Works, Goods, Non-consulting Services and Consulting Services, July 2016, revised November 2017 and August 2018 of the World Bank.
