  • The Government of Vanuatu has applied for financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP) and intends to apply part of the proceeds for consulting services. The project development objective is to improve access to economic opportunities for fishers and fish workers, increase climate-resilient domestic supply of fish products, and strengthen national capacity and regional collaboration for fisheries management.
  • The implementing agency for this project is the Ministry of Fisheries, Oceans and Maritime Affairs (MFOMA).
  • The consulting services (“the Services”) include supporting MFOMA with oversight, coordination, implementation, and monitoring of all aspects of the project. The Project Coordinator will be responsible for the successful set up of the project, timely start of the planned activities, and will contribute to the overall achievement of the project development objective, in close collaboration with Ministry staff.This position is a full-time position with an initial six-month probationary period, with possible yearly extensions subject to performance assessment and budget availability and an ongoing requirement. This position is based in Vanuatu . The expected Project closing date is December 2030 and the expected start date of the assignment is 16 May 2026.
  • The detailed Terms of Reference (TOR) for the assignment can be obtained by emailing the address given below or by calling in at the Vanuatu Fisheries Department (VFD) situated at the WANTOK building at Number 2 Area.
  • MFOMA now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Mandatory requirements

  • Bachelor’s Degree in a relevant discipline (project management, business), or other field relevant to this assignment.
  • At least 7 years’ experience in managing projects and project staff and resources, and 3 to 5 years’ experience in roles with similar responsibilities
  • Demonstrated experience in managing project budgets, with financial systems, and in financial reporting and with preparing project documentation, including policies and procedures (
  • Demonstrated experience in working with multiple stakeholders, (i.e., Ministries, development partners, non-government players, communities, local governments, etc.)
  • Ability to progressively increase responsibilities in project management and staff supervision
  • Capability to perform efficiently and effectively in a demanding and often constrained working environment, meeting tight deadlines
  • Capability to manage and coordinate across multiple teams in different locations and within different project sites
  • Ability to provide oversight in ensuring project activities are implemented on time and on budget.

Desirable requirements:

  • Excellent communication and interpersonal skills with the ability to make clear, structured presentations to a broad range of audiences; excellent writing skills with the ability to prepare clear, concise reports; oral and written fluency in English.
  • Oral and written skills in Bislama and/or French.
  • Experience with donor (foreign aid) financed programs, preferably with World Bank projects.
  • Good understanding of relevant legislation, policies, procedures, and processes of government.
  • Good understanding of the socioeconomic and technical background of coastal and oceanic fisheries and aquaculture.
  • Experience working in a Pacific Island Country context, preferably in Vanuatu.
  • Relevant post-graduate qualifications.

6. The attention of interested Consultants (including firms) is drawn to paragraph 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
