1. The Government of Vanuatu has received grant funds (the “Grant”) from the World Bank toward the cost of the Vanuatu Affordable and Resilient Settlements Project and intends to apply part of the proceeds toward payments under the contracts for the Settlement Upgrading Works at Tokyo, Seaside, Anamburu, and Ohlen Mataso settlements.
2. The Ministry of Lands and Natural Resources now invites sealed bids from eligible Bidders for the upgrading works at the four settlements.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers [November 2020] (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding documents in English may be obtained by eligible Bidders upon the submission of a written email request to the address below. Once registered, interested eligible Bidders will also have access to download the supporting specifications and project information. Registration assists in updating interested eligible Bidders and forwarding any subsequent Addenda.
6. Bids must be delivered to the address below on or before 10:00 am, Port Vila time (UTC+11), Monday 20 October 2025. Electronic bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on the same day and time.
7. All Bids must be accompanied by a fully completed and signed Bid-Securing Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
8. All Bids must be accompanied by the declarations required by the ITB and BDS.
9. A pre-bid meeting will be held on Tuesday, 07th October 2025 at 9:00 a.m. (UTC+11), at the Resource Centre, Ministry of Lands and Natural Resources, Port Vila. A site visit will follow at 1:00 pm the same day, with bidders expected to arrange their own transport to the project sites.
