Assignment Title: Consulting Services for National Occupational Health & Safety (OHS) Consultant – Road Construction Sites (Position for National)

The Republic of Vanuatu (RoV) has received financing from the World Bank toward the cost of the Vanuatu Climate Resilient Transport Project, and intends to apply part of the proceeds for
consulting services under this request for expression of interest.
The Republic of Vanuatu (RoV), represented by the Ministry of Infrastructure and Public Utilities (MIPU) is now seeking a qualified and experienced National Occupational Health & Safety
(OHS) Consultant to oversee occupational health and safety measures at construction sites.
The objectives for the assignment are:
a. Ensure implementation of the contractor’s OHS Management System (OHSMS) components in the context of project activities.
b. Verify alignment with applicable OHS legislation and standards, particularly Vanuatu"s OHS regulations and ISO 45001:2018.
c. Ensure that there are no non-conformities in the implementation and practice of OHSMS.
d. Ensure corrective and preventive actions are taken to strengthen the OHSMS.
e. Support the project’s commitments under the Environmental and Social Commitment Plan (ESCP) as they relate to OHS.
The Scope of the services are summarized as follows:
a. Legal and Regulatory Compliance
b. Hazard Identification and Risk Assessment (HIRA)
c. Job Safety Analysis (JSA)
d. Organizational Structure and Roles
e. Training and Competency
f. Emergency Preparedness and Response
g. Incident Reporting and Investigation
h. Document and Record Control
i. Subcontractor Management
j. Workplace Safety Conditions Monitoring.
The consultant is expected to deliver the following:
a, Monthly Progress Reports: OHS activities, findings, recommendations, and updates relevant to the ESCP.
b. Quarterly Reports: OHS performance overview, compliance status, and dynamic risk assessment updates.
c. Annual Report: Summary of OHS activities, trends, and recommendations.
d. Ad-hoc Reports: As requested by the PIU Head or International Environment Safeguards Specialist.
e. Compliance Checklists, Audit Reports, Incident Investigation Reports, and Dynamic Risk Assessment Records.
The detailed scope and deliverables of the assignment are available in the Terms of Reference.
The consultant will be based in Espiritu Santo island on a full-time basis; the duration of the assignment is 12 months, and extendable to correspond with the construction at the project sites. The consultant shall mobilise within 2 weeks of contract award.
MIPU now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information in the form of a curriculum vitae
demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum requirements are:
a. Diploma in civil engineering, construction safety, or related field.
b. Minimum 10 years’ experience in construction, preferably road/bridge infrastructure.
c. At least 5 years in OHS roles on infrastructure projects.
d. Strong written and oral English communication skills.
e. Proficiency in Microsoft Office and project monitoring software.
f. Familiarity with Vanuatu OHS regulations (desirable).
The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open
competitive selection. The most qualified and experienced respondent to this request for expressions of interest will become the preferred candidate for a negotiated time based contract.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020)
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
