1. The Republic of Vanuatu (RoV) has received financing from the World Bank toward the cost of the Vanuatu Climate Resilient Transport Project, and intends to apply part of the proceeds for consulting services under this request for expression of interest.

2. The Ministry of Infrastructure and Public Utilities (MIPU) is now seeking an individual consultant to provide services of a Road and Bridge Engineer, (the Consultant) to be responsible for the technical aspects of both the current ongoing Design and Supervision Consultant’s (DSC) services as well as the technical aspects of the construction contract for the 65km-long South Santo Road (the Project). The Project is divided into 3 packages. Package 1 covers the construction of 13 new bridges, repair of 3 existing bridges and construction of 2 new box culverts. Package 2 covers the upgrading of 56km of South Santo Road from St Michael school to Tasiriki village, with 32 box culverts and 85 cross-culverts. Package 3 covers the upgrading of 5km of South Santo Road from Sarakata Bridge to St Michael School. The position will report to the PIU Head.

3. The consulting services are to be provided over a 30 month period with full time inputs for 24 months and part time 06 months over the period of 2.5 years. This position is based in Santo, Vanuatu and may require travel to Port Vila from time to time upon request by MIPU/PIU. Specifically, the Road and Bridge Engineer (International) will assist MIPU with the following tasks and as further detailed in the TOR:

  • The Consultant shall be responsible for the technical aspects of both the Design and Supervision Consultant’s (DSC) and the Contractor during the implementation of the construction phase for all three packages;
  • Provide technical inputs, technical direction, strategic and practical guidance on Construction Contract Implementation covering both the design and supervision and works implementation;
  • Assist the MIPU to manage the technical aspect of the DSC and the Contractors during the construction phase to review and suggest changes to the Contractor’s Work Schedule, Mobilization Plan, Material Procurement Schedule and Manning Schedule. Scrutinize and approve the Contractors’ detailed work program including the resource planning;
  • Work with the MIPU’s Social and Environment (E&S) Specialist to monitor and ensure ongoing environmental and social (E&S) safeguards compliance with the requirements as set out in the project safeguards documents (ESIA, ESMP, ARAP);
  • Provide hands on technical support and monitoring on project management (supervision phase) and climate resilient road asset management system (for technical assistance activities).

4. MIPU now invites eligible individuals or consulting firms who can provide a suitable person on an individual basis to indicate their interest in providing the Services. Interested Consultants should provide information in the form of a curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least Bachelor degree in civil engineering, transport engineering/planning or similar qualification from a recognized institution is a minimum requirement.
  • At least 15 years of working experience in the transport sector (with focus on road and bridge infrastructure).
  • Chartered or Registered Engineer with Membership of a Recognized Professional Engineering Institution is mandatory.
  • At least 10 years of experience in senior technical position on infrastructure projects, especially projects funded by the World Bank or other international development agencies;
  • Experience on infrastructure projects in remote and sensitive locations that include specific requirements for environmental and social management.
  • At least 3 years of experience in similar projects in developing countries, preferably in the Pacific region or similar countries.

5. The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. The most qualified and experienced respondent to this request for expressions of interest will become the preferred candidate for a negotiated time-based contract.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
