• The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Strengthening the Statistical System of Uzbekistan Project, and intends to apply part of the proceeds toward payments under the contract for the Procurement of Data center including installment. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”
• The Project Management Unit (PMU) of Strengthening the Statistical System of Uzbekistan Project under the Statistics Committee now invites sealed Bids from eligible Bidders for the procurement of Data center to be supplied and installed within a period of five months after contract signing.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50%

The technical factors and sub factors as applicable and the corresponding scores out of 100% are:

1. The Manufacturer of proposed equipment shall possess Internationally Recognized Certifications – 25%

2. Proposed Server (Virtualization) compatibility – 45%

3. Vendor local presence and support in Uzbekistan – 30%

and for Bid cost: 50%

• Interested eligible Bidders may obtain further information from the PMU of Strengthening the Statistical System of Uzbekistan Project, Mr Erkin Ziyaev – Project Manager, sssup.pmu@gmail.com and inspect the bidding document during office hours 10:00 to 17:00 hours at the address given below.

• The bidding document in English may be received by E-mail by interested eligible Bidders upon the submission of a written application to the address below: sssup.pmu@gmail.com.

• Bids must be delivered to the address below on or before 16:00 Tashkent time,
  04 May, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below: Tashkent City, Olmachi street 42 B, Institute for Staff Advanced Training and Statistical Research - on the 3rd floor #310 cabinet , at 16:00 Tashkent time 04 May, 2026 All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

• All Bids must be accompanied by a Bid Security in the amount of 70 000 US Dollars.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
