Assignment Title: Individual Consultant on Improving the System of Appointment of Guardians or Trustees for Adult Citizens

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include an in-depth analysis of the existing legal framework and institutional arrangements governing the appointment of guardians or trustees for adults who require guardianship due to their health condition, as well as persons who are legally incapacitated or have limited legal capacity.
The assignment will include the preparation of recommendations to improve the procedures for appointing guardians or trustees, development of methodological and organizational mechanisms, and proposals aimed at strengthening inter-institutional coordination among relevant government authorities.
The Consultant is expected to prepare analytical and methodological materials, including proposals for improving procedures and standards, including capacity building and training activities for relevant specialists where necessary.
The estimated level of effort is approximately 3 professional staff-months over the duration of the assignment, which is about 16 weeks from the contract start date. The expected start date – April, 2026 (tentatively).

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Education: |
Higher education degree in social protection/social work, psychology, or law. |

Experience and Skills: |
– At least 5 years of practical experience in adult guardianship/adult protection, case management, and interagency coordination; – Proven experience in developing and introducing regulatory and methodological documents related to the appointment of guardians/trustees (SoP, RACI, SLA, checklists, complaint/appeal procedures); – Experience in developing and/or applying court conclusion structures, substantiation procedures, assessment criteria, and decision-making methodologies; – Experience in organizing comprehensive assessments (psychological, cognitive, and social-functional assessments), including work with ethics and confidentiality (consent, privacy); – Experience in designing and delivering training/ToT programs, supervision sessions, and capacity-building initiatives within social service networks similar to “Inson,” including training of trainers programs; – Experience in interagency cooperation with social sector institutions, courts/justice authorities, healthcare institutions, NGOs, and service providers; – Knowledge of international approaches and standards (World Bank, OECD, ILO, UNICEF; Council of Europe practice on adult guardianship, etc.); – Experience working with public institutions in Central Asian countries shall be considered an advantage. |
