The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing strategic, technical and methodological support to the National Agency for Social Protection (NASP) in the development and piloting of community-based social services and strengthening of guardianship systems. The assignment will support the ongoing reform of social services aimed at shifting from institutional care models toward modern community-based and person-centered services.
The Consultant will provide expert support in the following areas: development of community-based services for children in difficult life situations; strengthening guardianship, trusteeship and adoption systems; development of community-based services for persons with disabilities and support to deinstitutionalization processes; and improvement of services for vulnerable adults, including victims of violence and trafficking.
The estimated level of effort is approximately 120 person-days over a period of about 9 months from contract start. The assignment will combine home-based analytical work with field missions in Uzbekistan. The expected start date is April 2026.

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Education and academic qualifications: Advanced university degree in public administration, social work, public health, law, or a related field.
Professional experience: At least 10 years of professional experience in social services reform, child protection, disability services, guardianship systems, deinstitutionalization or related areas.
Experience in development of social services models and standards: Proven experience in developing service standards, methodological guidelines, case management systems or community-based service models.
Experience working with governments and international organizations: Experience working with government institutions and international development organizations (World Bank, UNICEF, EU, UN agencies or similar) will be considered an advantage.
International experience: Proven experience working in countries with social, institutional and cultural contexts similar to those of Uzbekistan.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
