The Republic of Uzbekistan,through the Ministry of Economy and Finance, has received a grant in the amount of US$ 1.2 million equivalent from the World Bank toward the cost of the Preparation for the Financial Inclusion for Growth, Returns, and Opportunities for Work (FINGROW) – MPA Phase 1 Project (P181972), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
Accordingly, on December 15, 2025, the World Bank’s Board of Executive Directors approved a loan in the amount of US$100 million and a grant in the amount of US$5 million to the Republic of Uzbekistan for the implementation of the Financial Inclusion for Growth, Returns, and Opportunities for Work (FINGROW) – MPA Phase 1 Project (P511700). The FINGROW Project will support the Entrepreneurship Development Company (EDC), operating under the Ministry of Economy and Finance, in addressing access to finance challenges. The EDC will work with banks, microfinance organizations, and private equity investors to provide loan guarantees and facilitate equity investments to competitive MSMEs.
The project will include the following components:
(i) Reforming and scaling up the Entrepreneurship Development Company (EDC) Partial Credit Guarantee Scheme (PCGS);
(ii) Establishment of a private equity Fund of Funds (FoF) under the Entrepreneurship Development Company (EDC) to support businesses with high growth potential, including green and innovative enterprises;
(iii) Support for coordinated and high-quality implementation of the SME Development Strategy, including the establishment of an Excellence Center (EC) under the Ministry of Economy and Finance, comprising national and international specialists in SME development. The EC will serve as a platform for policy coordination, monitoring, evaluation, advisory support, and cross-institutional cooperation;
(iv) Implementation and technical assistance support, institutional strengthening, and Project Management Unit (PMU) support.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and the official website of the Ministry of Economy and Finance of the Republic of Uzbekistan (www.imv.uz), and/or other free-access national procurement platforms as applicable.
Prequalification or Initial Selection, if required, will be conducted in accordance with the Procurement Plan and the World Bank Procurement Regulations.
