Assignment Title: International Procurement Specialist

The Ministry of Economy and Finance of the Republic of Uzbekistan has applied for financing from the World Bank toward the cost of the Connectivity and Transport Sector Improvement Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include support in procurement procedures and contract management, in projects financed by IFIs, preferably the World Bank, and knowledge of the national procurement legislation will be considered an advantage. It is estimated that intermittent time input of 70 person-days at field and 90 person-days from the home office during 36 months of the project implementation period. The assignment is expected to commence in March 2026.

The detailed Terms of Reference (TOR) for the assignment and template of curriculum vitae (CV) can be obtained from the website of the Committee for Roads (accessible through the link https://gov.uz/en/uzavtoyul/sections/view/120068).

The “Avtoyulinvest” Agency under the Committee for Roads of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are: (i) academic qualifications and professional skills – 20%, specific procurement experience – 50%, and (iii) contract management experience – 30%. Total score is 100 points.

The attention of interested Consultants (including firms) is drawn to paragraph 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
