Assignment title: Consulting services for the AI skills development path

The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a “credit” (hereinafter referred to as the “credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and IТ” LLC as the Implementing Agency, intends to use part of the funds to hire consulting company for AI skills development path services.

The objective of this consultancy is to enhance competencies of Uzbek youth in Artificial Intelligence (AI). This will be achieved by delivering a structured AI Learning Path for young people across Uzbekistan. The Consultant will design and implement a high-quality AI Learning Path program aligned with international standards and labor market needs. The training will be delivered in English, and the Consultant will also be required to develop video training materials in Uzbek to ensure wider accessibility and future re-use.

The initiative will target a min 300 young people (hereafter in the text, referred to as “students”) aged 18 to 30 nationwide, aiming for 50 percent of female participation. The training is to be designed and delivered in a hybrid format and is expected to develop the nation’s human capital for the ITES industry.

The consulting services (“the Services”) include, but are not limited to:

• Development of an AI Learning Path educational framework;
• Organization of hybrid training for a min 300 students;
• Creating video AI training content;
• Assist AI training graduates in getting a job.

The consulting services are expected to last approximately 13 months.

“Administration of Technology Park of Software and IТ” LLC now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank"s Procurement Guidelines for IPF Borrowers, Fifth Edition, September 2023 (the "Procurement Guidelines"), which sets forth the World Bank"s conflict of interest policy.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Guidelines and based on the following criteria:

1) General Experience

a) The firm must be registered and operating as a legal entity with at least 5 years of experience in the educational services market. (Evidence: registration certificate).

b) Experience in organizing IT online education for students in Uzbekistan or abroad. The applicant should demonstrate successful implementation of online education initiatives, preferably including evidence of student participation and certification.

2) Specific Experience

a) Proven experience delivering at least 3 courses in complex IT/AI training for youth or adult learners at least 200 students in each course, in the last 5 years.

b) At least one successfully completed contract of similar nature and scale (minimum USD 100,000 each) over the past 5 years.

Evidence must be provided through contracts, completion certificates, or client references explicitly confirming the target groups and services delivered.

3) Technical Capacity

a) Availability of students’ support team to guide them on academic issues, helping students navigate through the training program, monitoring progress, providing peer support, collecting feedback, mentoring and group activities, tracking student progress and engagement.

4) Financial Capacity

a) The lead company"s annual turnover must have been at least 150,000 USD for any of the last three years (2022-2024), supported by financial statements

The qualifications and experience of Key Experts shall not be included.
