Assignment title: Consulting services for conducting IT career roadshow trainings for youth in Uzbekistan

The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a “credit” (hereinafter referred to as the “credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and IТ” LLC as the Implementing Agency, intends to use part of the funds to pay for consulting services for IT career trainings.
The objective of this consultancy is to organize and deliver roadshow trainings on promoting IT careers among youth of Uzbekistan across thirty cities : Tashkent city, Almalyk, Angren, Bekabad, Chirchik, Yangiyul (Tashkent region); Gulistan, Shirin (Syrdarya region); Fergana, Kokand, Margilan (Fergana region); Namangan, Chust (Namangan region); Andijan, Shahrikhon (Andijan region); Jizzakh (Jizzakh region); Samarkand, Kattakurgan (Samarkand region); Karshi, Shahrisabz (Kashkadarya region); Termez, Denau (Surkhandarya region); Navoi,Zarafshon (Navoi region); Bukhara, Kagan (Bukhara region); Urgench, Khiva (Khorezm region); Nukus, Muynak (Republic of Karakalpakstan). The program aims to train at least 2400 participants, aged 18 to 30 (50 percent of participants are women), equipping them with essential knowledge and guidance to enhance their employability and career development in the IT sector.
The consulting services (“the Services”) include, but are not limited to:
1) Preparation – training materials, venues, promotion, speakers, media team.
2) Implementation – trainings in 30 regions with interactive methods, PR coverage.
3) Reporting – feedback, evaluation, photo/video, SMM and final report.
The consulting services are expected to last approximately 5 months.

“Administration of Technology Park of Software and IТ” LLC now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank"s Procurement Guidelines for IPF Borrowers, Fifth Edition, September 2023 (the "Procurement Guidelines"), which sets forth the World Bank"s conflict of interest policy.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Guidelines and based on the following criteria:
1) General Experience
a) The firm must be a legally registered entity that is eligible to operate in the Republic of Uzbekistan. (Evidence: registration certificate).
b) A minimum of 3 years of operational experience in the design and delivery of career development, employability, or IT-focused training programs. (Evidence: portfolio, contracts, references).
2) Specific Experience
a) A track record of successfully completing at least 3 similar assignments in the past 3 years that involved:
Evidence must be provided through contracts, completion certificates, or client references explicitly confirming the target groups and services delivered.
3) Technical Capacity
a) Strong logistical and organizational capacity for on-site delivery of training across 30 regions of Uzbekistan, including venue selection, material distribution, scheduling, and participant support.
4) Financial Capacity
a) Minimum average annual turnover of USD 50,000 (or equivalent in local currency) during one of the last three fiscal years.
The qualifications and experience of Key Experts shall not be included.
