Assignment Title: Senior Advisor on Restructuring of the Entrepreneurship Development Company (EDC) Partial Credit Guarantee Scheme

The Republic of Uzbekistan has received financing from the World Bank to support the preparation of the proposed Financial Inclusion for Growth, Returns, and Opportunities for Work (FINGROW) MPA Phase 1 Project. A portion of these funds will be used to finance consulting services for the following assignment.
Under the FINGROW Project, through project financing, the Entrepreneurship Development Company (EDC) will establish a Partial Credit Guarantee Scheme (PCGS) that will provide credit guarantees to enhance access to finance for micro, small, and medium enterprises (MSMEs).
The Ministry of Economy and Finance (MEF) of the Republic of Uzbekistan, acting as the Executing Agency, intends to engage an Individual Consultant (Senior Advisor) to provide expert support to the Entrepreneurship Development Company (EDC) in restructuring and scaling up its existing PCGS in line with international best practices
Scope of Services
The consulting services (“the Services”) include, but are not limited to, the following tasks:
1. Provide strategic and technical advice on the restructuring of EDC’s current PCGS and its transition to a portfolio-based scheme in line with the World Bank Principles for Public Credit Guarantee Schemes.
2. Support EDC management and staff in implementing the revised guarantee model, including operational, financial, and risk management aspects.
3. Prepare core operational documents, including:
- Operations Manual for the restructured scheme;
- Claims Payment Manual;
- Guarantee Agreement templates with lenders;
- Eligibility and selection criteria for participating lenders and guarantee recipients;
- Reporting and oversight structures for lenders.
4. Develop an outreach program to introduce the new scheme to financial institutions and provide guidance on lender oversight for both on-site and off-site supervision.
5. Support the design of a new organizational structure, including new job descriptions, Terms of Reference (ToRs), and Key Performance Indicators (KPIs) for EDC staff.
6. Provide expert advice on guarantee pricing, risk management (including use of alternative credit information for SME loan scoring), and corporate governance.
7. Assist in developing initiatives to expand guarantees for women-owned or managed businesses and green economy sectors in line with the National Green Economy Taxonomy.
8. Once the dedicated PCG LLC (subsidiary of EDC) is established, the consultant may transition to serve as Chair of its Supervisory Board, continuing to provide strategic guidance and supporting implementation arrangements for the FINGROW IPF project..

Eligibility and Submission Requirements
The PMU under the Ministry of Economy and Finance now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants must provide the following documents demonstrating their qualifications and experience relevant to the assignment:
- Letter of Interest;
- Curriculum Vitae (CV) indicating compliance with qualification requirements in the ToR.
Optional supporting materials may include:
- Copies of relevant reports or publications from similar assignments;
- A brief description of the proposed approach and tools for undertaking the assignment.
Selection Method
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank Procurement Regulations for IPF Borrowers (November 2020, revised September 2023).
The attention of interested consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.
